PM calls for full-scale defense posture for successful nuclear security summit
Prime Minister Kim Hwang-sik on Wednesday called for establishing a strong, integrated defense posture to successfully host the nuclear security summit next month.
The Nuclear Security Summit in Seoul will be held from March 26-27 and aims to bolster international safeguards and prevent nuclear terrorism, according to its organizers. The global summit is the second of its kind, with the first in the U.S. in 2010. Top leaders from 50 nations including the United States, Russia, China, Japan, Britain and France are expected to attend.
"The Seoul Nuclear Security Summit holds great significance, as it will serve as an opportunity for us to cement our image as the country at the center of the world," Kim said while convening the 45th regular meeting on integrated defense.
"We need to maintain more comprehensive military readiness than ever before through close cooperation among relevant agencies," Kim said, while stressing the importance of thorough preparations for other domestic and international key events such as the World Expo in Yeosu and parliamentary and presidential elections.

At least 10 more nations are poised to agree to eliminate their stocks of highly-enriched uranium and plutonium during next month's nuclear security summit in South Korea, an organizer said Wednesday.
Top leaders from 50 nations as well as four international organizations, including U.N. Secretary-General Ban Ki-moon, will attend the March 26-27 Nuclear Security Summit in Seoul, which aims to bolster international safeguards and prevent nuclear terrorism. It will be the second summit since U.S. President Barack Obama launched the global gathering in Washington in 2010.

WINS in connection to Seoul Nuclear Security Summit, will participate in Nuclear Industry Summit on 23rd March, and the president of WINS Roger Howsley will visit Korea.
Roger Howsley said in the interview on 16th, "When Nuclear Terror happens, not only world's economy, but also human welfare and environment will be highly damaged. This is the reason why the representatives of each nation and the personnel related to nuclear, will have to take the threat of nuclear terrorism seriously and prepare effective countermeasures"
After the Fukushima Nuclear Accident, 'Nuclear Safety' has been world's important issue as well as 'Nuclear Terrorism'. One of the agendas of this Summit is 'the connection and enhancement measures of Nuclear Security and Safety'
Related to this, he also emphasized "It is the choice of each nation whether to use Nuclear Energy, but it is necessary to settle the organizational culture with high level of Nuclear Security and Safety in order to use nuclear energy peacefully"
Roger Howsley added, "It is not safe until all nuclear materials and related facilities are fully secured", "because the security is as important as the safety and environment problems, all the nuclear related institutions and corporations whether public or private, should provide yearly report on the Management and Supervision"
He explained, "WINS is keen to share the guidelines of nuclear security in order to achieve the most effective security", "WINS and IAEA are playing the pivotal role in introducing and improving the optimum practice for all nations and industries related to the nuclear security". WINS plans to publish the guidebook of optimum practice(Securing the Future) during this Summit period.
It is the collection of all 26 guidelines that WINS has published in last 2 years.
Howsley said, "We believe that the informations, regarding how nuclear security is supervised by each nation and nuclear industry, should be opened to public", "It does not mean the sensitive nuclear informations to be publicly opened, but there should be a way to make the measure of Management and Supervision more transparent"
He also emphasized, "Some nations and corporations still keep secretive attitudes in their nuclear related activities and responsibilities", "Communication and cooperation through provision of more detailed information is the key point in order to improve Nuclear Security and Safety"

This is called "the sink operation" which is protecting the VIP by sacrificing oneself.

Soon, a robot invented by the police pinpoint-bombs the explosives to get rid of them.
A security group has been launched to ensure the security issues for the Nuclear Security Summit being held next month.
40,000 police will be mobilized for the security of the summit.
Jeon Hong(SWAT team) : "For more than 3 months, we have been training 8 hours a day to protect the VIP."
57 world leaders will participate in the summit, which is the biggest number in history.
Nick Dammen(Indonesian ambassador of Korea): The demonstration looks safe and impressive. I'm convinced that there will be no problem in the security of next month summit.
Only the permitted people will be able to enter the event hall "COEX", and rallies and protests will not be allowed.

1. Expectation of Seoul Nuclear Security Summit
'2012 Seoul Nuclear Industry Summit' will be held between 23rd to 24th of next month which is the pre-event of '2012 Seoul Nuclear Security Summit'. It will be held amid time when the attention for the nuclear safety is heightened.
Around 200 CEOs of world's nuclear industries and representatives of international organizations will participate in '2012 Seoul Nuclear Industry Summit'. They will declare a proposition regarding 'The role and decision of Nuclear Industries for the Nuclear Security and Safety enhancement' such as reduction of the use of Highly Enriched Uranium (HEU), links between nuclear security and safety after the Fukushima Nuclear Accident.
For '2012 Seoul Nuclear Security Summit' to achieve effective results, the World's Nuclear Industries will have to aggregate the knowledge and experiences of nuclear security and safety building positive path that relieves the anxiety created by nuclear plant. In particular, this Summit should be the opportunity to establish Risk Governance at national level that could encounter all possible crisis including natural disasters, effectively and systematically.

1. 2012 Seoul Nuclear Security Summit Preparatory Secretariat(Director: the Minister of Foreign Affairs and Trade Kim Sung-hwan), on 7th to 10th Feb, received the 1st advance group which consists of officials of participating nations in South Korea and our representatives through two times, explained of our preparation status, revealed the conference hall, and proceeded bilateral discussion.
o With the participation of the officials of 50 participating nations in South Korea and our representatives, 250 representatives including the ambassadors of Denmark, Brazil, Singapore, Spain, Argentina, Israel, China, Pakistan, France, and the protocol chief of the ministry of foreign affairs and the officials of the key ministries such as the presidential office and prime minister's office of South Korea.
2. The Preparatory Secretariat in 2 days schedule, has divided the advance group into 2 groups and performed ▲ the briefing of preparation status such as ceremony, escort, media, ▲ revealing of event locations such as the conference hall, the airport, ▲ procedure of bilateral discussions. We also proceeded the meetings for the successful host of the Summit, where we gave the explanation regarding the preparation status and listened to the demand and request of the participating nations.
3. The representatives of the participating nations have highly appreciated our effort for the detail and effective preparation for hosting the biggest summit event in security area, and also promised to strengthen the cooperation through close communications in the remaining 40 days.
4. The Preparatory Secretariat is expected to receive the 2nd advance group in the beginning of March, and get everything in full readiness through final discussions for the successful host of the Seoul Nuclear Security Summit.
6. Reasons for Focusing on Nuclear Security
Most people imagine that nuclear terrorism is something that only happens in Hollywood movies but experts say the threat of nuclear terrorism is far greater than we may think.
Nuclear engineering expert Professor Hwang Il-soon says nuclear terrorism has the potential to cause damage that far exceeds that of the 9/11 terror attacks.
[INTERVIEW : Hwang Il-soon, Professor,Nuclear Transmutation Energy Research Center of Korea] ''With illegal trading of nuclear technology growing around Pakistan North Korea and Iran are also arming up with nuclear weapons.
Nuclear terrorists who buy the technology and build small-sized nuclear weapons could create a catastrophe around the world.''
The first Nuclear Security Summit was launched a year after U.S. President Barack Obama announced his four-year vision in Prague in 2009.
Obama aims to make sure that nuclear materials are not left lying around trafficked or get into the hands of non-state actors who could misuse them to make dirty bombs or nuclear weapons.
Although the nuclear summit in Seoul is mainly focused on nuclear terrorism Hans Blix, the former director of IAEA says nuclear disarmament and nuclear security go hand-in-hand.
[INTERVIEW : Hans Blix, Former IAEA Director] ''As long as the big nuclear weapons states continue to keep enormous amount of weapons, I think those who have proliferated like North Korea, like others, they may say well what moral right do they have to tell us to do this. So I think disarmament, if it is successful, gives a better moral basis for telling North Korea that it should stay away from nuclear weapons.''
Although the second summit will focus on combating nuclear terrorism experts predict other issues such as non-proliferation disarmament and the North Korean nuclear issue will also be addressed by world leaders.

4. Nuclear Security Summit D-50, Ready to Successfully Host the Summit
The process of laying the groundwork for Seoul Nuclear Security Summit, which will be held 50 days later, is smoothly going on.
Above all, discussions for 'Seoul Communique', which will be the final document of the summit, has entered its final stretch.
Sherpas(bargaining agents) of participating countries discussed the final portion of 'Seoul Communique' in New Dehli on January 16th and 17th. The last Sherpa meeting will be held in Seoul on March 23th, and 'Seoul Communique' will be finalized.
Specific measures such as minimizing the possession or usage of HEU(Highly Enriched Uranium) and Pu(Plutonium), tightening up security measures of nuclear facilities and banning illegal transaction of nuclear materials will be included in 'Seoul Communique'.
A NSS Preparatory Committee official said on February 5th, "Nuclear Security Summit, more than 50 nations' leaders and various international organizations' heads attending, will be the biggest summit of all time. We are doing our best to successfully host the summit". He also added, "We will also try hard to form a pan-national social consensus about the summit for the next 50 days."
3. World without Nuclear Weapon? Start with Nuclear Security!
Nonproliferation Treaty was signed in 1968, and Comprehensive Test Ban Treaty was signed following the Partial Test Ban Treaty. In 1995 Nonproliferation Treaty was extended without date, and other efforts to control the use of nuclear weapons were sustained.
Nuclear security issues recieved attention after the 911 incident in 2001. Nuclear security is the measures taken to stop the threat of nuclear substance and radi-active substances. On January 2007, Kissinger, Perry, Shultz, and Nun who were in charge of US government nuclear related policy insisted on destructing nuclear weapons and coping with nuclear terrorism. They insisted that if nuclear power states do not stop relying on nuclear weapons, it will only stimulate and increase the possibility of nuclear free states to get nuclear weapons. Therefore, they argued that US needs to play a leading role in making the "Nuclear Free World"
Coalition of Nucelar and Terrorism is increasing the worries on the possibility of nuclear terrorism.
As we saw during the 911 incident, terrorists work by hook or by crook, and they do not care about the international nuclear deterrent law because they are hard to repel.
Nuclear Security Summit held in Korea holds many meanings. First of all, it means Korea has followed the nonproliferation system sincerely and the world has acknowledged the fact that Korea has the diplomacy to adjust the different views from all over the world.
Since 2010, Korea actually adjusted different views from the world as the host during the 5 pre-summit and played a leading role to suggest impending matters.
Secondly, Seoul summit suggested a differentiated agenda. They decided to discuss the nuclear power safety issues through nuclear security, discuss radio-active substance terrorism as well as nuclear substance terrorism, turn in mid term self checking report on promises made in Nuclear Security Summit Washington 2010.
Third of all, peaceful use of nuclear power in the Korean Peninsula can be strengthened. Use of nuclear power in the Korean Peninsula is dramatically two-folded. South Korea is using nuclear power peacefully, but North Korea has always been putting great efforts to develop nuclear weapons.
For nuclear free world, efforts should be made from not only the government but also the civil society.
Nuclear Security Symposium and Industry Summit being held with the Nuclear Security Summit Seoul has means a lot. I hope Nuclear Security Summit Seoul becomes an opportunity for Korea to play a leading role in world security.
2. Joint Entrance into third state. "Nuclear Security Summit Cooperation" Kor-Turkey hold hands
Korea and Turkey will cooperate in entering into infra construction fields of third states. In addition, two nations decided to increase their conciliation level to "Strategic Partner Relations", as well as cooperating in defense industry such as offense-oriented helicopter business.
In Febuary 6th, South Korean president Lee Myung-bak met Abdullah Gu Turkey president in Ankara Presidential Palace, Turkey and agreed on these terms.
The two leaders also discussed international security as well as working together to successfully host the Nuclear Security Summit Seoul on March in order to reduce the threat of nuclear terrorism and strengthen nuclear security.

{CEO Column]One World, and One Dream/Korea Hydro & Nuclear Power CEO Kim Jong-shin
The term "quantum leap" came from quantum mechanics, when an energy form in an atom changes in to another energy form. Today this term is also used in economics and business to refer to "discontinuous leap" or "groundbreaking leap". Every firm needs "quantum leap" for sustainable growth.
This also applies to national development. For more than a decade, Korea is wavering near the 20,000 dollar barrier which is the entry to becoming a developed country. We cannot waver longer. We all need to pull together and go for the "groundbreaking leap" and make the second "Miracle of Han's River" to get into the line of developed countries.
We need to decide on a far-sighted national policy to achieve this target, but there are a couple of tasks to ponder on. One of them is the establishment of energy security. Self reliance of energy is a difficult task but it is critical in order to achive second leap. Especially for a country that has no oil or other natureal resource, securing energy resource is a task of survival.
In March, Korea will host a major nuclear related international summit. World leaders will discuss nuclear energy in the 2012 Seoul Nuclear Security Summit and the Nuclear Industry Summit. 50 world leaders and representatives from UN, IAEA, EU, Interpole as well as other nuclear international organizations and CEOs of nuclear industry will participate in the summit. Therefore Korea will recieve attention from all over the world.
Korea already has the experience of raising the national brand awareness by hosing '86 Asian Game, '88 Olympic, 2002 World Cup, G20 Summit, and etc. Moreover, Seoul Nuclear Security Summit aims the nuclear aniterrorism which is a critical matter to international security; therefore, it will be the largest summit that Korea has ever hosted.
Foreign Affairs Experts have anticipated that when this Summit, successfully hosted, will strengthen the nuclear security and safety which are the prerequisites of the peaceful use of Nuclear, and will also be the first step for South Korea to become the leading nation in the world. I wish that this Summit hopefully becomes the opportunity for South Korea to show their potential strength and capability.
Although there will be many obstacles for us in the path of joining the ranks of advanced countries, these same obstacles will make our challenges glorious. I wish that, by hosting this Summit, it will act as the opportunity for South Korea to heighten its position in the world and to build the footstep for our next leap.
Our Nuclear Industrial World has developed to the highest level in last 30 years and has history of exporting Nuclear Plant to UAE. Also, South Korea has set an example to other nations as we have used Nuclear energy safely while maintaining the Nonproliferation campaign.
Therefore, 'Seoul Nuclear Security Summit' and 'Nuclear Industry Summit' will upgrade our status in the world, and will be the opportunity to imprint South Korea's Nuclear Technology to the world. Also it will provide South Korea, an energy-hungry nation, a chance to enhance Energy independency. I, as the chairman of the organizing committee of 'Nuclear Industry Summit', am working hard for the successful host.
As a human being, a company or a nation, there is a moment when we leep high beyond our imagination. Being in a leading role in the international society, works as the foundation to reach the highest level. By taking full advantage of this opportunity, we should provide rich lives to our descendants.
JYJ, 'We Are Appointed As Honorary Ambassadors of Nuclear Security Summit!'
JYJ, the vocalist group, participated in '2012 Seoul Nuclear Security Summit Personnel for an Event Welcoming Party and Honorary Ambassador Appointment Ceremony', which were held in COEX auditorium on February 2nd.
JYJ was appointed as honorary ambassador of NSS. Korean prime minister Kim Hwang-Sik, Nuclear Security Summit Preparatory Committee Chief, singer Park Jung-Hyun and actor Jang Geun-Suk celebrated the ceremony via video messages. Child actress Jin Jee-Hee and child actor Wang Suk-Hyun attended the ceremony and gave support to all personnel for an event.

1. To successfully host upcoming(D-50) Nuclear Security Summit, NSS Preparation Committee(Head : Kim Sung-Hwan, the Minister of Foreign Affairs and Trade) is not only closely cooperating with 4 international organizations including UN and more than 50 nations' governments, but also making progress in public diplomacy and diversely promoting the importance of nuclear security or expected achievement of the summit, etc.
2. In the field of the agenda of the summit, discussions about 'Seoul Communique", which will be adopted as the final document, has entered its final stretch. Through Sherpa Meeting which was held in New Delhi on January 16th and 17th, it is just about to reach an agreement about 'Seoul Communique' document, and final settlement will be reached before the opening of NSS. Also, the last Sherpa Meeting will be held on March 23rd in Seoul.
o Especially, specific measures such as minimizing the possession or usage of HEU(Highly Enriched Uranium) and Pu(Plutonium), tightening up security measures of nuclear facilities and banning illegal transaction of nuclear materials will be included in 'Seoul Communique'.
3. Meanwhile, to form a social consensus and expand the public participation, NSS Preparation Committee has been carrying out diverse promotion activities including New Year's Day event, and will continue carrying out various programs for the next 50 days to realize 'the summit with the public'.
o In last December, Peace Song sung by Lena Park was released. Also, citizen-participating music video will be made through two contests, 'Photo Contest' and 'UCC Contest', which had been held from January to February 7th.
o On February 2nd, for 748 NSS personnel for an event were selected through public recruitment, their welcoming ceremony was held in COEX. At the ceremony, JYJ, vocalists who are really popular in Asia, Europe and South America, was supplementally chosen as honorary ambassador of NSS. They are about to introduce the purpose of NSS through the globe with existing honorary embassadors(singer Park Jung-hyun, actor Jang Geun-suk, and child actors Jin Ji-hee, Wang Seok-hyeon)
o To enhance adolescents and university students' thinking skills about nuclear security and other global issues, in addition to 'Juvenile Nuclear Security Summit'(1.6~1.8) hosted by Chosun Edu and '2012 Korea Model United Nations'(1.31.~2.3), 'Middle & High School Essay Contest'(1.9~2.19) is now going on and 'Model Nuclear Security Summit'(3.2~3.4) is also scheduled to held in March.
o Naver Happybean 'Company for World Peace' event(2.13~3,10), which one can participate in donation by leaving comments longing for world peace will be held soon. In March, during the summit, art works selected through 'International Children's Peace Art Festival' and other pieces of art drawn by NSS participating countries' children will be displayed in the event hall.
The Korea Mint Corporation, "Reservation for 'Seoul Nuclear Security Commemorative Coin' Begins"
The Korea Mint Corporation stated on January 31th that reservation for 'Seoul Nuclear Security Commemorative Coin' would go on from February 1st to February 7th via Woori bank and National Agricultural Cooperative Federation counters and internet hompages.
This commemorative coin is issued by the Bank of Korea and manufactured and sold by the Korea Mint Corporation. It emphasizesand promotes the importance of Nuclear Security Summit, which will be held in Seoul on March 26th, to the public.
20,000 coins will be issued (18,000 for domestic sales, 2,000 for foreign sales) and each is a silver coin(99.9% silver) whose face value is 50,000 won.
It weighs 19g and round shaped. Each coin is sold at 57,000 won. No one can order more than two coins.
If the volume of orders exceed 18,000 coins, recipient will be chosen in a raffle.

HONG KONG (Kyodo) -- North Korea's position on its nuclear weapon program is unlikely to change under the new leadership, but the resumption of the six-party talks is much needed to address the issue, a South Korean foreign affairs official said Monday.
Hahn Choong Hee, South Korean spokesman for the biennial Nuclear Security Summit set for Seoul in March, said North Korea has not committed to denuclearization, a condition for Korean peninsula talks mooted by South Korean President Lee Myung Bak toward the North's late leader Kim Jung Il who died last month and was succeeded by his son Jong Un.
The country's nuclear ambition remains unclear, but "I don't think (North Korea) will change drastically their position or insistence on nuclear weapons, but we have to continue to discuss among members of six-party talks what is the best way to handle the North Korean nuclear weapons program," Hahn said at the Foreign Correspondents Club in Hong Kong.
The six parties are China, Japan, Russia, the United States and South and North Korea, who started meeting in 2003 to broker a deal for denuclearization.
Hahn said nuclear issues regarding North Korea and Iran are not on the agenda of a two-day nuclear security summit in Seoul, but the 50 participating states could use the opportunity to raise those concerns, apart from focusing on nuclear proliferation, security and safety issues.
"The summit itself will give a serious message to North Korea on the importance of denuclearization. The North Korean nuclear issue should be resolved as early as possible and also once and for all," Hahn said.
In addition to occasional missile testing, North Korea is blamed for the sinking of a South Korean warship and the shelling of a South Korean island in 2010, apparently with the aim of gaining negotiation leverage.
The first nuclear security summit was held in 2010 in Washington, and the focus for this year's Seoul summit will be on nuclear security and safety in view of the post-Osama bin Laden era, the Arab Spring-led regional instability and the Fukushima nuclear fiasco.
"Fukushima gave us certain implications from nuclear safety to nuclear security. What if that particular situation, like the malfunction of a pump, or malfunction of the cooling water system and backup electricity could be done by a terrorist (with) malicious intentions? We have to tackle this issue," Hahn said.
